The “Culture of Belarus” programme will change focus from 2016 — 2020 to centre on the individual, according to Belarusian Minister for Culture Boris Svetlov.

“Over the past few years we have concentrated on the development of the physical infrastructure of cultural institutions,” Mr Svetlov stated. He underlined that the programme would place new emphasis on the artistic potential of the individual, meaning the creative, the artist (in the broadest sense of the word), the viewer and the consumer of art that each person represents.

Mr Svetlov noted that the management of culture can be shaped by both administrative and financial means.

“By investing in certain projects, we designate the direction in which culture develops. Another thing is that we cannot control art, because art is a very individual process and any intervention is impossible and unacceptable,” he noted.
